everyone, and welcome to this meeting of the Constitutional and
Legislative Affairs Committee. I start with the usual
announcements: in the event of a fire alarm, which will not be a
routine one if we hear it, please follow the instructions of the
ushers who will help us leave the building safely; switch
electronic devices to at least silent; these proceedings will be
conducted in Welsh and English, and when Welsh is spoken there is a
translation on channel 1, and channel 0 will amplify our
proceedings. We do expect full attendance at committee
today.

Melding: Item 4—there
are several papers to note. There’s a letter from the
Minister for Finance and Government Business relating to the Tax
Collection and Management (Wales) Bill, following her evidence
session on 28 September. Then, there is a series of correspondence
and reports emanating from Bruce Crawford MSP relating to
inter-governmental relations and new provisions in the Scotland
Bill. And there is a transcript of the First Minister’s
evidence to the House of Lords Constitution Committee inquiry into
the union and devolution. I suggest we note all those, and when
we’re in private session, if there are any issues that you
want to follow up from the papers to note, then that’s
fine.
